1-Is there a lateral deflection limit, so that I can analyze a steel moment-frame as "sway uninhibited structure"?

2-Let us assume my structure is affected by vertical loads only(inside a building-non seismic area). Should I still consider the moment-frame as sway uninhibited.

3-I have a building 160'x50' in plan and the shear walls are on the center. The connections are moment connections. With the shear wall far away from the moment connections can I consider it as a "sway uninhibited structure?

The latteral deflection is governed by the type of the building (Chimney, Residental, Comercial), so as to keep the occupants comfort (it is about H/1000) I cant recall but i have it somewhere in my references.
Wherever there is a shear wall and its L/H ratio is greater than 1/12 according to BS8110 1997 the structure's Lateral deflection is inhibited, no meaning of the type of the joint between the frames and the shaer wall since they are connected to act as one
