Switchgear High Voltage Test

A switchgear gear high voltage test section is isolated and disconnected usually by open isolators and the opposite earthing switch to the test section is closed and connected to ground.
Can in a gas insulated switchgear the clearing distance of a circuit breaker with grading capacitors in parallel to its open contacts and the opposite side of this circuit breaker earthed be considered as safe isolation distance for a high voltage test?
Any other life circuits are safe isolated by the next downstream isolator.

If I understand your problem correcly, you have a GIS and you want to test the ground insulation. On one of the conductor you have a breaker which gets energised to the test voltage. The other end of the breaker is earthed and the breaker gap will experience the test voltage.
Let us consider the test voltage for the circuit breaker. For, say 420 kV class equipment the open gap voltage is 610 kV and to earth it is 520 kV as per IEC 60694.
I suppose you have to test the equipment for 520 kV and for this the breaker gap is strong enough to withstand.
