At what temperature should WPQ coupons have their tensile, bend, hardness and impact testing performed at? Should it be at the lowest design metal temperature that the procedure is written for?

In short, tensile and bend testing is done at ambient temperature because these properties do not vary substantially with low temperature (in general). The only test that requires variation in temperature is the CVN impact test because it is obvious that one is testing notch toughness behavior at MDMT.
