Templates for Vertical Pressure Vessels

Regarding the foundation construction, to set the anchor bolts properly, What is the minimum vertical vessel diameter for which a base plate template (wood or steel) is required?.
I've heard that small vessels don't require templates, but What does mean "small"?

I've seen templates used less and less over the years. I asked about this a while back and was told that technology in the field has gotten better (laser distance measuring etc) and thus tolerances on setting the bolts have gotten tighter. Thus there is less likelyhood that a bolt will be misplaced. So even for large vessels, templates are getting more scarce.

However, to answer your question on what is "small", I would say that if the diameter is less than 10 feet, that would be "small" in this context.
