Are there any codes/guidelines/rule of thumb for determining up to what depth we need to out temporary and/or permanent steel casings for bored piles, based on SPT N values and RQD fir rock coring from geotech report? Thanks!

The european norm for for drilled piles asks for a permanent casing in soils where Cu is less than 15 KPa.
You will have to use a permanent casing in most cases where you encounter artesian pressure.
For temporary casing, this is generally the know-how of the piling contractor
