The meaning of "F3 Break" callout 2

F3 Break means nothing to me. Is there a note elsewhere on the drawing that defines it?

The Help for this program was created in Windows Help format, which depends on a feature that isn't included in this version of Windows.
 
I think the note is nothing to do with "F3 Break". I only know its a component of transmission system and the material is JIS-G3141, no information on the finish.

Per the document specified in the Applicable Specifications section in the frame next to the titleblock just above the lower border of the print. Inquire for it via the channel you acquired the print by.

Yes, there are 3 applicable specifications: S-981, Sme -942-E2 and S-1000C in the frame. what these specifications are? Thanks for you guide me walking the right way.
