I have a similar issue at a cogen plant. The 304L was used in a condensate surge tank and piping that city make up water is introduced into...heated to 170 and then sent to the DA. The system was replaced two years ago and I am getting tubercles and pinhole leaks in the piping system. This is boiler condensate and city water with extremely low chloride levels. Any ideas on what my problem might be?

You could have either local scale deposits and resultant under deposit crevice corrosion or it could be MIC.
Are the leaks on welds?
