If someone can provide a basis for this statement would be great.
"If you're talking small pipe (NPS <=2) and cold temperatures (<= 200°F) where the consequence of failure is negligible, then go for U-bolts and assume whatever you want."
This question is related to piping stress analyses to B31.1 or B31.3 of piping systems that are required to be seismically qualified.
