Threaded insert to fit umodified m5-0.8 tapped hole?

I have a tapped hole, m5-0.8 in a hardened steel member. I need to step down the size of this hole to ideally m4-0.7, but anything smaller than that could work. Are there any threaded inserts that can do this? The coil type all use a special tap which could not cut this hard steel.

Drill and tap a bolt or set screw, and install with a thread locking product, eg. "Loctite".
