Has anyone seen any of these threaded inserts with a "toggle nut" and know where I could purchase some?

I’m looking for 1/2” and I have to cut a hole in a steel HSS to house it, so I need a round shape
 
Have you considered a flowdrill / forming tap for your application? Yes - it's a different product altogether, but can be useful for putting threads in HSS.

I was going to mention Lindapter hollo-bolts as well. The only potential challenge is they require a very tight tolerance on the hole size with very little clearance/tolerance (something like 0.5mm larger than the shafts diameter), so can be hard to fit up on site.
 
I am aware of these installation options, but my problem is that the bolt will be going through a two structural flanges and will actually be a blind install. Being installed into HSS isn't my only problem. The user will have to be able to locate the threaded fastener without seeing it each time they want to put the bolt in.
 
Superficial review of the provided references seem to show 3/8" max size. Can you:

1) Redesign for 3/8" bolt(s)?
2) Contact manufacturers to confirm 1/2" is or is not available?
