I'm using Solidowrks 2009 1.0 X64 now and for some reason in windows explorer my thumbnail actaully use the "icon" images. Meaning, I see an image of the part, but I can hardly make out what it is. What happened to my regular thumbnails? Can I fix this?

What do you mean by "regular thumbnails"? Do you mean the generic part/assembly/drawing icons? If you want those, it's a setting in Tools->Options, System Options tab, General category - Use thumbnail graphics in Windows Explorer.

If you are meaning how the thumbnail quality is worse than it used to be, Anna's link has the answer. Not really any solution, just an reason why they're crappy.
