could someone please clarify for me what a tie trap is?

If you saw this word on some foundation drawings, I have heard foundation guys refer to a beam that connects footings for the purpose of resisting horizontal loads as a "strap" or "tie strap". I would check and see if it is possible that the word was mis-spelled.
