Tilt Up Panels on isolated footings/ piers - Eccentric Loads

My question refers to the example in ACI 551.2r-15 (B8). If you have axial loading with eccentricity at the top, why does ACI not include the eccentricity when calculating the applied moment? While I understand that the design strip is from the reaction of the footing/pier, the eccentricity does not just simply disappear.

Other examples in the guidebook where the panels are supported on continuous footings, the eccentricity is included in the calculation.
