Titanium welding under Section VIII, Div. 1

UNF-19(b) of Section VIII, Div. 1 states that: "Titanium or zirconium and their alloys shall not be welded to other materials."

Conservatively interpreted, this appears to mean, for example, that Gr. 2 Ti can only be welded to Gr. 2 Ti. Is this correct, or is welding between different grades of titanium and its alloys permitted?

It means exactly this - Ti or Zr alloys can only be welded to themselves Ti/Ti alloys and Zr/Zr alloys and not to other materials.
 

I appreciate your response. To make sure I understand: Under this provision, Grade 2 Titanium can be welded to Grade 36 TiNb alloy. Is this correct?
