Tolerance for oil sealing in a valve

Hello guys,

I am designing a valve for a low pressure hydraulic system (10MPa/100bar), and have two quick questions.

What is a suitable tolerance for oil to create a seal in a rotary style valve? I have a housing with a diameter of 27mm, would 0.1 of a mm be suitable (26.9mm) for the rotar to prevent oil from leaking past? Can I get away with a greater tolerance (reducing manufacturing costs).

Also, what surface finish would be suitable in that situation. I read Ra32 (Ra 0.8um), does this seem correct?
