top flange plate for axial in collector beams 1

hey does anyone have any design guide on this particular type of connection?
or can advise on how to achieve rotational ductility with flange plate.

Here I had to go digging for the paper this seems to be from:

Personally I don't like the connection unless you absolutely cannot transfer axial load appropriately vis the shear plate. Detailing needs to be checked to ensure limited moment transfer. From my POV it would be easier to design a suitable shear plate.
