Total Ret Pond Assignment...Did I forget anything?

I am to draw a pond/bank/fence to the dimensions specified, estimate a total cost for the project, and list all the steps ness to design it. My steps include:

Testing the soil for what sort of (if any) liner it needs.
Testing for what sort of compaction will be needed on the bank (for driving on it)
Testing/calcing for what protection the bank will need from possible erosion
Interior bank protection from waves (rip rap i guess)

Mosquito, and/or rodent control

Safety fence during construction
Warning Sign posted during/after construction
Opperators building equiped with refrigerator (samples?) first aid, life boats/jackets?, parking area, a few lights.

If needed:
Liner type, and anchors/assembly
Erosion blanket and anchors/assembly (or type of grass if that's all it needs)

How high should my chainlink fence be? Do I need barbed wire?

My bank is 45 degrees, how much of a slope can my ramp have? (I think I drew it at 30 degrees because that was how much cut I had left over the way i calc'ed it)

He told us not to worry about any of the inlet or outlets, or any of the sewarge calc's (evaporation BOD ect) or rainfall or anything like that.

I only see five question marks here. So, here you go, in order:

The fridge in the lab is required for the composited samples. Just large enough to hold the compositing containers, usually just a little one like you had in your college dorm room.

Life boats/jackets would require more OSHA-guidance than engineering. Check with them.

Chain-link fence should be 8' high.

It should definitely have barbed-wire on top. And a lock on the gate.

A ramp up a grass bank should be no steeper than 10%, or trucks won't be able to traverse it.
