Traffic Signal Wiring

I'm new to this forum and working on a traffic signal project in New York State. I'm trying to figure out the wiring for a Table of Switch Packs, and I've run into all sorts of issues with the number of conductors needed. From what I've been told and what I can find by researching the web and the NYSDOT's page, each signal head requires a wire for each lamp and a ground for each phase, but there are also common wires needed. For a mast arm signal, would each phase require a 14 gauge / 5 conductor cable to each signal face? If anyone can give me any guidance or point me in the right direction it'd be greatly appreciated. Thank you in advance.
 
We use 7 conductor, so with a 5-way head you still have 1 spare.
