Trailer Air Suspension Adjustment

Hi All
The Air suspension of trailer (LPG Tanker), is hitting and there is heavy abrasion of tyre and mud flap, this sometimes results in tyre blast. Can this be sorted out by adjusting load sensing valve linkage or should I do any other procedures. I need your suggestion guys. Photos of the axle and damaged tyres attached.

No photos of axle or tires; it probably doesn't matter.

The system is to counterbalance the weight of the load - if it isn't hitting when unloaded and does when loaded then either it is overloaded, there is insufficient pressure, the valve has failed, the linkage to the valve has failed, there is a leak that the pump cannot keep up with.
 
@3DDave: Thanks for your information. Can I try by adjusting the linkage, further if it is not working I can decide accordingly.
