Transfer pump sizing

Hello everybody
In a new piping system here in my school , they make a transfer pump for the generator between a bulk tank and a daily tank , but the problem is that the pump is not pumping , It's pumping only in manual mode using handle ,
I want to check if the pump is sized perfectly for this system , And I don’t really know from where to start
Any example of transfer pump sizing would very helpful

So what is the automated mode of transfer? - is it an air operated motor?
If so, do you have the right air supply pressure on the PCV to this pump for this head of say 3m

The transfer pump not pumping enough, or pumping too much, is a sizing problem. Not pumping at all is a different problem, completely unrelated to the pump capacity.

You didn't finish your diagram, e.g. you didn't label the tanks, so we can't tell if the pump is installed backwards. You also didn't show how the handpump is arranged, where the tank vents and drains are located, and you didn't show the stop valves that enable you to service the transfer pump.

See if you can produce or find a more complete diagram, and perhaps provide some illuminative photographs.

It's also possible that the plumbing can be, and is, set up so that the pump pulls fuel from a tank, pushes it through a filter and returns it to the same tank, a process called 'polishing', which is sort of a response to the generally dirty nature of Diesel as delivered.

Do you understand how the fuel system is _supposed_to_ work?

This fuel system is as fellow :
The outlet of the bulk tank connected to the inlet of the pump , then the outlet of the pump to the inlet of the day tank,
when the pump start , the fuel reach the pump but doesn’t go all the way to the day tank, if the pump is off there a handle to pump manually and it does pump it to the daily tank, there is no filter in both tanks.
I'm not really familiar about how fuel systems works , but since there was no design for this fuel system I think the pump is undersized.
I will get more details and I will draw a more detailed diagram

You've read the manufacturer's operating manual for the transfer pump and how to set up the air supply to the air motor / toggle the pump from manual hand crank mode into air motor mode operation?
