Why do transmission lines have transfer trip schemes and not the shorter lines? Is it because of the longer lengths of transmission lines and losses associated?

Because they are more likely to be critical lines for which delayed clearing may result in stability problems or the voltage sags associated with delayed clearing may be unacceptable to the system operator.
