Carlos,
Yes, you are correct in the modification of the "transform" feature.

You will need to use "Move Object" now (Menu -> Edit -> Move Object) or <Ctrl T>.
I was not happy initially when this occured but it is a more powerful form of moving objects and can be associative if needed.

Current version: NX 9.0.2.5 (rev J patch)

Note that one of the last items, Scale Curve, that many people kept the old Transform around for has been implemented as a full fledged feature operation in NX 11.0, which will be released in the Spring of next year.

As for the environment variable, if it seems to be applied to all version of NX that you're running, I would check your Window profile and see what has been set there.

John,

What about the loss of functionality with regard to moving curves.
The move function hasn't previously supported moving curves parametric or otherwise.
We currently have to employ workarounds of extruding curves to be able to move them or use the transform function if we only need non-parametric translations.
Is that also solved in NX11?

Thanks,

The move object function is capable of performing non-associative translations/rotations of curve objects. If you are trying to move a curve feature, you will need to turn on the "move parents" option; for dumb curves this isn't needed.

Are you sure that your selection filter was set to something that allowed curves to be selected?
