Can't tell from the photo if the branch was live or not. If not live, then I see no problem as it should be dry.
If it is still alive... problem.

Could this be a patented developmental model for an internally wired Christmas tree?

Hundreds of feet of electrical wiring run through 2x6" boards in our house, all to code. The difference in Gunnar's photo is that the timber is not sawn and planed?
 
It looks like an extension lead rather than fixed wiring to me so probably not covered by the wiring regs. I suspect there are plenty of violations that weren't mentioned/photographed though!
