truck load/unload stations in a tank farm

Hi all,
sorry if it is a little bit off topic, but I have questions about FM 7.88.
I am designing a tank farm protection, in particular since the spacing to load/unload station from the diesel tanks is inadeguate I have to design a load/unload station protection.

In the FM 7.88, clause 2.4.2.9, it is written:


" Where spacing to rail or truck load/unload stations is inadequate (i.e., not in accordance with Section 2.2.2) provide deluge water spray (installed in accordance with DS 4-1N) for the load/unload station (vehicle
and pumps) at a rate of 0.3 gpm/ft2 (12 mm/min) of tank surface. Include water supply duration for 2 hours and at least 500 gpm (1,900 L/min) for hose streams."

So I have some question about this clause:

1) "at a rate of 0.3 gpm/ft2 (12 mm/min) of tank surface"...Which tank surface is intended in order to calculate the flow rate?

2) Do you think that make sense to protect the truck load/unload station with a deluge water spray? I do not think that only water could be effective, I think that a foam-water system is better!

Thank you LCREP, but for some reasons I cannot interface directly with FM, so I ask again if someone have experience of load track station protection with FM
 
Truck loading/unloading and FM are too particular and specific maybe for this forum. You may not be permitted by your client per se, but you should definitely get in contact with the area rep or plan reviewer for their input and direction; they are the only ones that know exactly what the intent of the data sheets are specifically. Sorry there's not a better/easier answer.
