Which could be the way to have a close wagon , properly insulated, about 3,6 m length, 2.2m wide , 2.00 heigth.
To be carried by a truck .
It will be cargoed with 1200 Kg of sachet with a raw material 90 % water , it be suposed the especific heat about the same as water, at -20°C to be cooled to -40°C in one hour, while runing betwenn two citys.
The climate could be about 45 °c ambient.
The refrigeration system preferred is mechanical cooling by hermetic motocompresor, but any other way maybe accepted.

I suggest you consider cascade refrigeration R404 or R507 High stage R-508B Low stage. Finding sutible mobil compressors of the capacity could be a challange. But it can be done. Cost=$$$$$
As MJ pointed out Liquid Nitrogen is an option. Cost=$$$
But how about dry-ice (CO2)-109F sublimes at atmospheric pressures (no mess). Not real expensive and for a one hour trip it could be the best bang for the buck. Cost=$$
