True position and basic dimensions

I have two basic dimensions that are out in of tolerance in discus, but the true position is in, does that make the Basics acceptable.

Linear Dimension - Basic: = 9.218 in 9.21824

Linear Dimension - Basic: = 1.061 in 1.06103

True Position: <= .0005 in |⌖|⌀.0005Ⓢ|A|BⓈ| 0.00012

Seems to be a poorly defined drawing, no? Basic dimensions are used as references to a defined feature. If there are no defined features, then what's the relevance of the drawing?
 
Agreed its a very poor drawing. I am not sure what to do with it as its a customers MBD and they have specific documents to crate a drawing to, just doesn't make sense. As for the relevance of the drawing i asked the same question of them and to use the positional tolerancing noted in the Parts list general notes. Which also doesn't make sense to me.
