This will sound silly, but I have a legitimate question.

Is there any reason or benefit why the floating tubesheet would NOT get tube hole serrations?

This is a Roller expanded only tube bundle (no Tube end welding)

Thanks in advance

in most cases the conventional (2 deep groove) serrations do not help improve leak tightness, and often do not improve pull out strength either. A series of many smaller grooves works better.
But that said it is no different for a floating head than a fixed one.

Thanks "EdStainless' - would you say it's common practice within the industry to have the serrations in both tubesheets though

They would usually be the same, since the load on each is the same. Either both with, or both without.
I could see a case where the floating head is thicker and someone saying that the deeper joint will be strong enough without grooves, but that makes me suspicious of the other TS.
