Turtle Shelling of Vessel Head 4

Looking for an explanation as to why this vessel head looks like a turtle shell. New vessel that’s hasn’t been put into operations yet.

It is an artifact of the "bump forming" process used to form it from flat plate.

With the deformation shown in the photos, is this unacceptable by ASME standards? This is a non-code vessel and I simply haven’t ever seen this.

Even has a belly button weld where it was pinned during the forming process.

If it is not a CODE unit (pressure is less than 15 psig), there is no problem.
This is a visual appearance when the paint is white and there is excessive lighting.
