Type II cement

Working on a wastewater plant and I have required Type II cement. The contractor is asking for an alternate. I'm not comfortable requiring specific admixtures to achieve the same sulfate resistance with Type I/II or IL. There may be something in ACI 350, but I am not sure where to look. Any advice?

does the concrete have an epoxy coating? Why is type 2 an issue is a better question? Do some research if it even is factual type 2 is best suited. Better off focusing on porosity with low w/c and low conductivity.
 
It's because Types I-V Portland Cement Concrete is becoming increasingly rare as more and more plants switch to Portland-pozzolan blended hydraulic cement concrete. If you want Type II, then you only need moderate sulfate resistance. So type IL-MS should be acceptable. That's for you to research, of course, as I don't know what other requirements you have for your specs.

ACI 350 addresses the use of type II, IP(MS), IS(MS), I(PM)(MS),I(SM)(MS) cements for moderate sulphate exposure . I would ask the use of type II for moderate and Type V for severe exposure.
At least i would insist for low W/C ratio and epoxy painting of the surfaces in contact with sewage water.
 
I used to do a lot of water/waste-water concrete design and in the last few years my previous firm started allowing type IL due to the supply issues. Most of those designs have probably only been built for a year or two at this point so I can't offer much evidence on performance, but if you are designing to ACI 350 (which you should be) than your structure is going to be pretty robust.
