U.S.: Foreign LLC Registration

I have an LLC in Texas and I am applying for PE and firm licensure in other states. Some states explicitly states like North Dakota and Louisiana explicitly say that you have to register as a commercial business with that state to get approval for your your firm. I can't get around those states that require it. When I talked with my lawyer, he stated that registering in other states your llc would only be required if my company did some things that made it hard to argue that we aren't a business of that state like setting up an office. What are your guys and gals experience with foreign or commercial state business registration?

We had to register a business in Missouri to get a PE there. It's a registration-lite, so you don't need an office there or to do a state tax return etc. It's was a significant pain in the butt though. I probably spent 20-30hrs messing with it. You have to figure out a registered agent and all that garbage.
 
We lean on our lawyer to determine whether it is necessary or not in each state. Sounds like he has a similar stance to what you hit on above. i.e. we only register in states where it is clear that we have to.
