U-stamp for pressure parts vs. for a pressure vessel

The company I work for has a U-stamp for manufacturing pressure vessels within the following:

Scope:
U-4
Manufacture of pressure vessels at the above location and field sites controlled by the above location (This authorization does not cover impregnated graphite)


A competitor who manufactures a similar product has a U-stamp for manufacturing PV parts within the following:

Scope:
U-11
Manufacture of pressure vessel parts at the above location only.

I'm not able to find references to U-4 or U-11 in ASME SECTION VIII, DIV.1, or even with web searches. Where do I find more information on these scopes?

I need further information on the limits of what is allowed under the U-11 certificate. Our competitor manufactures multipoint thermocouple assemblies and sells them as complete products that typically mount to a larger pressure vessel nozzle with the thermocouples being inserted into the vessel.

I would assume that an assembly such as this could not be U-stamped by a manufacturer with only a U-11 cert.
 
Are they supplying the assemblies with a U-1 form or a U-2 form?
 
I don't know what form they are supplying.
 
If they are supplying parts with a U-2 form, then they are fine.
If they are supplying their assemblies with a U-1 form, then there might be an issue.
