Hi,
Are U2 stamped and CE (Certified Engineer)approval mandatory by code for pressure vessel designed/CONSTRUCTION by ASME VIII-2?

CE is not mandatory by çode', if ASME is meant with code in this context.
The only reason, when CE and U stamp are required, that comes to mind is when the vessel is located in the EU, and the client requires a U2 stamp.
Other than that, they have nothing to do with each other.

XL83NL you are mixing CE (European Conformity) which is needed for vessels located in the EU and CE (Certified Engineer) which is needed if the fatigue assessement is needed as part of the vessel design.

OP, if the vessel is only "designed" per ASME VIII-2 you don't need anything. But, if the vessel need to be Manufactureded for ASME VIII-2 it means that U2 and CE approval (in some cases) is needed.

Just to clarify - the Manufacturer Design Report shall be certified by CE when any of the design acitivies set forth in VIII-2, 2.3.3.1 are performed.

Now my understanding is that whether U2 stamp and CE to be required/applied depends on user only.
 
You need to distinguish between two things.
You were asking about pressure vessel design by ASME VIII-2.
U2 and CE (in some cases) are required for pressure vessel constructed to ASME VIII-2.

Note that the the word "Construction" is an all-inclusive term comprising materials, design, fabrication, inspection, testing, certification and overpressure protection.
 
U2 stamping also depends on the Jurisdiction requirements.
