A question with regard to the applicability of the Pressure System Safety Regulations.

As many of you will be aware, one of the criteria for the PSSR to fully apply, is the is the 'bar x litre' value to be 250 or greater.

My question is, can you 'lower' the capacity value used in this equation by taking into account the presence of a 'solid' material within the vessel i.e. in this case, the desiccant?

The nominal capacity of a drier might be 30 litres (say), but when you fill with desiccant, the 'remaining' space might be 2 litres.

I think I know the answer but would just be interested in the view on any PSSR specialists in the forum.

Under the PED 2014/68/EU, such an approach might only be allowed when the (solid) internals are irremovable, i.e. of a fixed nature. This doesn't sound to be the case here. I'm no PSSR specialist, but Id be hesitant to see a different opinion.

I know that this is 'off topic' with regard to my initial question but in response to your comment:

PED and PSSR have different scopes;

- The PED covers new manufacture of pressure equipment and is / was EU-wide
- The PSSR cover in-service use of pressure equipment, is law in Great Britain only and has been in use since 2000. An essential associated document is the UK HSE's Approved Code of Practice L122. This can be downloaded from the HSE website here:
Following Brexit, my understanding (and I'm not an expert on the PED), is that the Pressure Equipment Directive – PED (with CE marking) became the The Pressure Equipment (Safety) Regulations – PE(S)R (with UKCA marking). Currently the requirements of PE(S)R are essentially the same as the PED.
