Is it necessary to minimize the amount of oxygen in ultra-low sulfur diesel fuel?

A customer storing ultra-low sulfur diesel in a large above-ground storage tank is asking id a floating roof will minimize the amount of oxygen that the fuel absorbs.

I don't understand the need, can anyone clarify?
