Underground water wash tank in vault lifted up in rainy weather 1

We are building a power project which has two gas turbines. Each has a waterwash tank housed underground in a concrete vault. During a recent rain event water ingress caused one of the tanks in underground vault to raise the piping through the roof penetration by a good 6-8" while the other did not. What could be the possible reason?

Mint is poking fun.

Drainage, or lack of same, is the real reason.
 
Have to go with Mint, although to expand on his response, has anyone checked with the rock doctors what level the water table sits at and where the water flows when it rains. The answers to these questions will provide the proof. Another question is at the time of the tank disturbance which tank was full or partially full.
