Unique Framing System

I have been tasked with evaluating an existing floor framing system to allow mechanical penetrations at an existing school. The 2nd floor consists of a framing system that is completely foreign to me. The system utilizes a 9/16" form deck and concrete, supported by open web steel joists, which is completely normal and expected. The support of the joists is were it turns odd. Every 15' to 20', the deck is discontinuous and turned down, then a piece of what looks like lath was placed to act as a form, creating a triangular shaped beam in the shape of the opening in the joist. I have attached a couple of photos, as I am not sure my description paints a great image. It looks like the joists are 16" deep, but they appear to be 60' long. I am assuming that the triangular concrete section acts as a girder. Has any one seen this before? Any help would be appreciated.
