This is the underside of a concrete edge beam, does anyone know what would cause this pattern of discoloration in the concrete? It seems to match the bottom longitudinal reinforcement but not the stirrups which are at 8" o.c.

Looks like the bars are barely covered.

Einstein gave the same test to students every year. When asked why he would do something like that, "Because the answers had changed."

If there are stirrups, perhaps they are above the bars. Scary.

Agreed with the comments above... but have you confirmed this is just staining or is there any actual deterioration of the concrete from around what seems to be the longitudinal bars?

Staining is probably not the correct description, it was more like the surface texture of the concrete was different if that makes sense.

There was no concrete deterioration at the longitudinal bars.

Kinda looks like this stuff: Link

May be from the formwork rather than bars showing through.

what size aggregate was used in the mix? It looks like the bars don't have proper cover and the concrete may not have been vibrated around the bars. How long ago was this poured?
