Units in AAR M-1001 Fatigue REPOS

To anyone out there (DH?):

In the AAR Manual of Standards and Recommended Practices, Section C Part 2, chapter 7 contains Road Environment Percent Occurrence Spectra (REPOS) for various forces on various freight car types.

In the case of "Twist Moment" REPOS (i.e. Table 7.25), what are the units, because I can't find them anywhere.

Are they kip-ft, kip-in, lb-ft, lb-in? And why does the table heading say maximum LOAD, minimum LOAD? Are these forces or moments?

OK - found the answer to my own post...

If anyone else is wondering, the units are indeed kip-ft, as shown in the 1998 Manual's histograms, e.g. page C-II-209, and they really are Moments.
