Does anyone know what the curved devices are underneith the conductor insulators?

It looks to me that the rings are conducting and grounded to the tower structure.
 
It's not easy to say without seeing the literal full picture here.

Clearly the poles with the strange devices on is different to the next one down the line, but then there are presumably lower voltage lines running under them. So maybe it's a double protection for the lines if they were worried about the insulators failing.

Just realised those photos are two different poles....

Are they both on the high points along the line, so lightening protection would seem the most obvious, but may have been disconnected from the earth.
