We have discovered some sort of instrument in a closet here at our Environmental Division of Health Dept offices. Sanitarians and engineers here are stumped as to what it is. We believe it is 1970's vintage plus or minus a decade. Hoping I can upload photos. Would appreciate any comments, etc as to what this device is.

weighs 9 lbs and canister portion is 12 inches tall. Thanks for looking. John
 
Looks to me like a counterweight of some sort. From the angle of the top section my guess is that it sat at 90 degrees with the top part on the left as you look at the picture or maybe the other way and the second hole was a connection / wire which was holding it up.

Unless there is more to it than we can see in the photo I think "instrument" is a bit of a stretch.....

Only saw one photo to start with, but still think its some sort of precise weight / torque.

Might even have had extra weights to screw onto the rod to get a precise, repeatable force or weight.

It is definitely not a counter weight.

Precision Scientific was a manufacturer of water baths, ovens, incubators, autoclaves and vacuum pumps, and CO2 Incubators for laboratories. Precision Scientific is now part of Thermo Fisher Scientific. Some of the equipment was used for studying anaerobic digestion.

Hard to tell from the pictures because the device does not include all components, but it looks like some sort of calorimeter.
 
I believe it is a water sample collecting device. I can be lowered into a pond to a desired depth and then a second cable is pulled to open a port to take a sample at that depth.
