Unlisted Material Weld Qualification 1

Does B31.3 permit the designer to specify a weld metal that results in a lower tensile/yield strength than that of the unlisted base metal it is joining? The PQR uses A519-4130 joined with E10018-D2 MR. The tensile/yield results for the test specimens are lower than that listed in the ASTM standard for A519-4130 but well over the strength required for its intended application.

Yes, if approved by the Designer and you have qualified the WPS per ASME Section IX, it can be done.
