unlock user level .dpv

C:\SIEMENS\TC_NX_Config\NX\NX2306\03_ProductionSystem\Global\Site\SiteDir\startup\nx_site.dpv is the site settings. The user level of customer defaults comes up as "unlocked" but all options are greyed out. The system is controlled via our colleagues in Europe we are trying to get a bit of customizing to suit our customers and personal preferences in North America. If I edit the site.dpv to unlock the user level is adjustable however we dod not want all users to have access to site level settings. Struggling trying to figure out the order of control here.

What we have done, is put the Site.dpv in a protected area, so only certain users can access it with windows security settings.
 
One thing you can do is find the current "nx_user.dpv" file and place it in a folder unique to that user where the user has write access; create a "UGII_USER_DIR" environment variable and point to that folder. Keep the site level defaults in a folder where the normal users have read-only access (sounds like you have this already). In this way, the users will be able to change any settings they want that are unlocked at the site and group level. NX will load the site defaults, then the group defaults, and finally the user defaults. Settings that are locked at a higher level will be kept, but unlocked settings will be changed by the lower level preferences.

I think that whoever locked all settings by default on site level made a mistake.
We have the site and group levels write protected , only the application owner has write access to these dpv's.
The .dpv's are located on a common server in a, for the users, read only folder .
Upon reqests we change the site or group level settings.

We have locked piece by piece the options we require, things like "save JT data" and "synchronize assembly arrangements to Teamcenter" cannot be disabled.
The users can save their personal settings on anything unlocked in the "user level".
Why would we for example remove the ability for the user to set their personal choice in "Rotation Point Delay" , "Interval for save changes reminder " or "Spaceball sensitivity" ?

Once in a while we see somebody who has made changes to things he did not understand the outcome of and we then lock that option.
