Unstayed Flat Head ASME BPVC SI Application

I am designing an unstayed flat head according to ASME SI 2023 PG-31, Figure PG-31 (i-2). This will cap 2-1/2" S160 pipe, materials are SA312 316 and SA312 347H.
I want to machine the flat heads out of 316 and 347H round bar. The material certs list both SA479 and SA182 compliance as it is less than 4" OD.
PW-17 states that flanged heads must be forged, or machined from a forging. Can non-flanged flat heads be machined from round bar?
