Updating Restricted Parameters Definition

Hello all-

I am working in Pro E 4.0 and am instituting a restricted parameter list into our use of Pro E. As I update the restricted values file, I obviously need to update existing parts with the new values as well. To do so, I am using Tools > Parameters and then Tools > Update Restriction Definition. The problem I am having is that "Update Restriction Definition" is grayed out in some parts. Can anyone help shed some light on why that is and how I might be able to fix it? I am especially baffled by this because in the parameters window I can go to Tools > Conflict Report and Pro E tells me that there is a conflict but I seem to be unable to fix it.

Are you using a PDM system and those files are released and thus read-only?
Are you using folders and have set some to read-only?

We do not update existing parts unless they get modified. Whenever I revise the external file, I also update the drawing templates so all new drawings have the latest list. We do not use restricted paramaters in modeling. I send all of my WF users an email telling them that the list has been updated.

We currently have no file management software at all. The files are all in one folder in windows explorer. I can update most parts that are in the same folder so that eliminates the possiblity of it being a folder issue in my mind. I am in the process of vetting the restricted parameters for release to the rest of the users here and am trying to troubleshoot issues before I release. I agree that there is no reason to update unless they get modified and plan to operate that way as well. The parameter that I am currently working with will hold the manufacturer information. If / when new manufactures are added, I need to be able to allow users to be able to add values to parts that may already exist. I will also update our start parts when I update the restricted parameters file but I plan on moving the start parts to a location on the network so that I can update them and every new part created after that will be correct. Still have to vet that one as well...

**Interesting development**
I reopened the model (just the one that I couldn't update) and the option is no longer grayed out. I then closed and erased not displayed and opened the whole assembly. I then opened the offending assembly (though it isn't just an assembly issue) and found the option was again grayed out. It seems that there is an issue with something being open that removes this option for me.
