Upside Down Wheel Cylinders

My brother is fixing up a late 70's MG and one of the interesting features he ran into is that the wheel cylinders for the rear drum brakes are upside down, i.e. the bleed screws is on the bottom of the cylinder. I have worked in the automotive brake industry and have never heard of this before. Anyone got ideas on why this was done?

Some clarification--the w/c is in the 4 o'clock position. The bleed screw is on the top of the w/c, which puts the bleed pointing downward. To BrianPetersen: I don't know if the w/c or backing plate is correctly assembled. It seems to me that the entire assembly is upside down for what ever reason.
 
To make it easier to purge water?

First thing is check the manuals to see if that is the design, or your brother simply has an incorrectly assembled car.
