Use of european material

Is it allowed to use European material like S235JR in a storage tank to API 650 to be erected in the USA?

Your answer will be found in API 650-2008, Section 4 - Materials. If you can certify the above material to all of the requirements of an applicable ASTM plate specification permitted in 650 AND it is acceptable to the Purchaser, the answer is yes.
