Use of insertion (riser) rings to adjust sanitary manhole castings for roadway resurfacing projects

The Maintenance Department at our local wastewater treatment facility does not allow the use of insertion riser rings for minor manhole adjustments on roadway resurfacing projects (throughout their collection system). Their objections are threefold: The rings tend to pop loose when manhole covers are removed, they're not watertight [their sewer system is plagued by I/I issues] and, they can become dislodged by snow plowing, after a number of seasonal freeze/thaw cycles.

I've found plenty of on-line sources advocating the use of these rings as the greatest thing since sliced bread but, does anyone out there share any of the above (or other) concerns?

I trust the plant claims, as they are the most experienced in their field, and know the requirement well. Waste water treatment facility usually have a tighter/higher requirement than typical storm water collection system.
 
There are a few "rubberized" inserts to seal the adjusting rings, both inside MH and outside. That said find out what the Waste water people use on the MH's.

It is easy for the wastewater maintenance department to ban the rings since they are not responsible for the roads. However, they have to deal with the consequences when low bid contractors repair the streets and don't do the proper job with the manholes.

One would have to make some calls to other municipalities to determine what other products work well in order to convince the maintenance department to use these products. Then, you will have to make sure the manhole repairs are properly specified, installed, and inspected.

The HDPE manhole rings we used were made in Stacy, MN. Do a search on them.

There may be a local company in your neck of the woods.
