Can someone tell me, if nitrogen purging is required for hydrocarbon lines only or if it also required for fire water lines / tanks as well?

In general you only need nitrogen purging if there is a risk of otherwise getting an explosive or flammable atmosphere in the pipe either when you're emptying the pipe or filling it.

Fire water is not flammable so therefore no, however you could use it to preserve the lines after testing and drying if commissioning is going to be a long way away or if you mothball it.
