Use of TMCP plates for API5L PSL2 LSAW Grade X60 welded pipes in ASME B31.3

Dear All,
We are in a big project where the sizes of pipes are very big 44", 54" and 64" with huge quantities.
Given the very tight schedule, the Contractor proposes us the use of TMCP plates for API 5L PSL2 LSAW Grade X60 welded pipes in ASME B31.3 as a process piping.
We have clearly understood the advantages and disadvantages of TMCP plates.
Knowing that the 5L API is accepted in the ASME B31.3 and the TMCP platforms have not been specified in this standards (no YES and no NO). In the 5L API, the TMCP plates are clearly cited (TMCP, Q&T, Normalized).
Can someone clarify us more so that we can decide whether or not we accept our Contractor's proposal for the use of TMCP plates for API5L PSL2 LSAW Grade X60 welded pipes in ASME B31.3 ?
Given the urgency, a prompt response is highly appreciable.

Hi HR,
You may take a good look at table-1 of the API-5L, 2013.The manufacture of pipes conforming to the specified grade matters, B31.3 endorses the product conforming to API 5L. TMCP steel is of proven performance for many oil and gas related applications. TMCP is one of the heat treatment conditions as like the others stated in your query.
You need to discuss this/ project requirements with the mill so as to meet API 5L requirements.

TMCP plates have been used for decades in API 5LX 60 and greater strength grades.
 
Sorry, I explain more :
the pipe inside the plant is a piping process according to ASME B31.3, example: API 5L X60 (not specified TMCP paltes), etc ....
The standard API 5L PS2 (with material X60) is used for the transport of oil and gas.
The question is that our Contractor is asking to use MTCP plates for manufacturing the API 5L X60 pipe for use in ASME B31.3.
Knowing that welding the TMCP pipe on site does not require heat treatment, otherwise it loses its characteristics.
Now, is welding of the TMCP pipe without heat treatment not a problem especially in heat affected zone (HAZ Zone) ?
That's our concerns.
Please advice us and thanks in advance.
 
B31.3 permits the use of API 5LX-60 pipe with more lower temperature limitations for precisely the reason that TMCP can be used in its manufacture.
 
I should not have said, "for precisely the reason"; instead it is one of the reasons.
