Use the Drawing title block linear tolerance to control a Diametrical callout size - is it correct? 1

Would that diametral 67.5 size tolerance be covered with that linear tolerance note on the drawing notes?

Yes.
But those seem to be millimeters,
And therefore that method of assigning a tolerance depending on the number of decimals, is not suitable, because you are not allowed trailing zeros for millimetric dimensions.
